Do you like working in a collaborative team environment? Are you a dynamic and highly efficient individual? If so, come join the Delta Stewardship Council (Council) contracts team as an Associate Governmental Program Analyst (AGPA).

Under the direction of the Staff Services Manager (SSM I), the AGPA is responsible for developing and preparing a diverse workload of contractual agreements ranging from routine to highly technical and complex in accordance with the California Public Contract Code (PCC), Gov Code (GC), Water Code (WC), the State Administrative Manual (SAM), the State Contracting Manual, and departmental operating policies and procedures. The AGPA performs independent analytical work with minimal supervision and will serve as a technical subject matter expert for contracts. The AGPA is also responsible for accurate data entry and data tracking of transactions in Microsoft Excel and other database systems including the Contrakker and Financial Information System for California (Fi$Cal). This position requires the incumbent to work productively in a demanding environment and meet short processing timelines when necessary.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Experience in Contract Development for the State of California, including preparation of the Std. 213, Std 215, Scope of Work, and Exhibits.
  • Experience in Solicitations, such as such as Invitations for Bid (IFB), Requests for Proposal (RFP), Request for Qualifications (RFQ), Requests for Offer (RFO), or specific solicitations under a statute.
  • Experience with the California Public Contract Code (PCC), Gov Code (GC), Water Code (WC), the State Administrative Manual (SAM), the State Contracting Manual (SCM. Vol's I, II, III, and Fi$Cal).
  • Experience with contract negotiations and revising contractual language, terms, and conditions as necessary with programs and various vendors such as University (UC), Interagency (IAA), private entities, local governments
  • CalPCA and Fi$Cal University Certified
  • Experience using Fi$cal, Word, Adobe, DocuSign
